It's advertising the 25th year of McDonough Power Co-Op in 1963. There's a little character on the left hand side who has a body made out of electrical cords. He has a little copyright mark, so he must be their own mascot.  The back is marked, 'Haegar, U.S.A.'  The dish is brown, and it measures approximately 4 3/8" x 3."  I put a quarter in the second photo to give you an idea of scale.  This neat ashtray is in excellent condition, no damage at all.
